El Paso County – Border Children’s Mental Health Collaborative 

The Border Children's Mental Health Collaborative (BCMHC) will create a single, integrated system of care for all El Paso County youth with serious emotional disturbances (SED). To promote system integration, a county judge has convened a multi-system governance and policy team. This team will provide policy leadership for the initiative, and will include family and professional representatives of all the community's major child-serving systems as well as the courts that oversee the child welfare, juvenile justice, and mental health systems. To promote service integration, the county will establish a multi-system care management team. This team will promote the use of the wraparound process with individual youth and family teams to providing case management services for all youth who are served by the BCMHC, regardless of referral or payment source. To develop an effective, community-based provider network, the policy team will pursue multiple strategies that include: building a single provider network from the currently separate networks used by the major child serving state agencies; broadening the range and capacity of community-based services this network offers to address the eight dimensions of service identified in the system of care model; reducing the community's reliance on out-of-town residential treatment for youth with SED; and promoting the adoption of system-of-care core values and guiding principles through a major training and technical assistance program that emphasizes cultural competence and family-driven system and service planning, delivery, and evaluation.

City of Fort Worth Texas – Children's Voices, Family Choices, Community Solutions: Building Blocks for Healthy Families

Children's Voices, Family Choices, Community Solutions: Building Blocks for Healthy Families (Community Solutions) will create an accessible, culturally competent and seamless child-and family-driven system of care for families impacted by serious emotional disturbances in Fort Worth. A network of community-based services will be accessed through a voucher system. First year activities will include an inclusive strategic planning process, wherein a baseline of the current system of care is obtained. Training on the wraparound process, family involvement and cultural competence will be conducted for family members and all participating agencies. An administrative team will be assembled to lead the project's implementation. Project evaluation will result in ongoing, continuous feedback to the administrative team on the effectiveness of the system-of-care reform efforts, allowing the team to continually revise the strategic plan for greater effectiveness. Family involvement will be a key component in the system-of-care reform, on an individual family level and on a system level. Family members comprise 50 percent of the membership of the governance body, including key leadership positions. Family members will be a central part of the child and family teams. Significant attention will be given to the development of culturally competent approaches for serving children and their families, within the project and within the community.
