CCC CONFERENCE CALL
October 19, 2006
MINUTES

Agenda Items:

Branch Updates: (Gary Blau)

  • OMB Clearance has occurred for the 2005 Cohort which is a reflection of the hard work of Sylvia Fisher and the National Evaluation Team.  Brigitte Manteuffel reminded everyone that it is a conditional approval and depends on IRB’s for each site and the appropriate releases being signed.
  • The Building Bridges Joint Resolution has officially been endorsed by The American Association of Child Residential Treatment Centers as well as The Child Welfare League of America, The International Society of Psychiatric Nurses, The National Alliance for Mental Illness, The Pennsylvania Psychiatric Association, and the States of Delaware & Massachusetts.   It is an indication of the powerful changes that are occurring and of the shared values and goals that are emerging and reflects the diligent work of many.    The CCC will review at the November meeting.
  • Holly Echo-Hawk and Dolores Jimerson reminded the CCC that a disproportionate number of tribal youth are in residential treatment.  Alaska and other states continue to use more restrictive, non-culturally based residential treatment for tribal youth often outside of their states and far from families and traditions.  It is a cause for major concern and has huge consequences for tribal communities.  Gary suggested that tribes and tribal organizations may want to take a look at the Joint Resolution as a way of addressing some of these concerns. 
  • An important discussion occurred concerning the inclusion of non CCC members at meetings.  Dolores Jimerson had asked whether Matt Morton might attend the November Meeting as a means of getting to know the CCC and as his role as second in Command of NICWA.  It was decided that he can attend and that the CCC policy will be based on a case by case decision process.  Partners and members need to request in writing 30 days prior to the meeting/event their desire to bring a colleague.  The request will be shared with the CCC via the list serve so that CCC members may have input regarding the decision.  The final decision will be made by Gary Blau and the partner or member will receive written approval or disapproval of the request. Any guest will be present as a non voting participant. 

Update on November 13 & 14 CCC Meeting (Marjorie)

  • The draft CCC meeting agenda was sent to members prior to the call.  There were no new amendments suggested.  The agenda will be sent to CCC members along with a number of documents.  They should be sent on November 1st to ensure that members have time to read them as they will be important springboards for our meeting.
  • Members were reminded to make their travel plans as soon as possible.
  • It was requested that all committee chairpersons and partners submit a list bulleted list of accomplishments and a separate list of work priorities for the coming year.

 

Information Sharing

  • Dolores Jimerson shared that a federal site visit had already occurred for the newly funded Tribal in Arizona.  She also announced that NICWA is looking for a community Development Specialist and for members to refer any likely candidates to her as the need is urgent.
  • Kate Pahinui, Sandra Spencer and Conni Wells presented information on family organizations to Kathryn Power.  Kathryn was impressed by the collaboration between the Statewide Family Networks (SWFN) and the Federation.  The SWFN RFA will likely be published before the final budget is passed so it is unknown how many networks will receive support.  The scoring process will be used to rank applicants.
  • John Fluke has been visiting sites and in contact with many as a part of the national evaluation team and is excited by what he has seen.  At this point he has had contact with ½ the sites.
  • A reminder:  The Federation of Families is having its National Meeting in St. Louis.  It will include training on the Family Guide.  Theresa King will also be presenting a workshop.
  • Maria Rodriguez is working with Youth M.O.V.E. on their publication which will take the organization to its next level.
  • May 8th 2007 is Mental Health Awareness Day.  Planning by all partners is already underway.  The partners include NMHA, NASMHPD, NAMI and NASW.  The theme will be on Merging Mental Health and Education to improve the lives of children.  The partners are looking for a celebrity spokesperson.  If you have an idea of an appropriate celebrity please let them know.
  • Vivian Jackson shared that the first follow up conference call of the Pre Institutes cultural competency group occurred on community practice.  It will continue on a monthly basis.
