CCC CONFERENCE CALL
September 21, 2006
MINUTES

Branch Updates: (Gary Blau)

The Building Bridges Joint Resolution has been finalized and has been sent to
the work group with a resoundingly favorable response. The Resolution
will be presented to the CCC for discussion and potential endorsement. It
is a wonderful expression of the powerful changes that are occurring and of the
shared values and goals that are emerging. Please feel free to share the
Resolution with agencies and organizations for endorsement.
Gary announced that he has been asked by Kathryn Power to be the lead for the
CMHS Disparity Contract. It is an important opportunity to advance
cultural and linguistic competency, address geographic disparities and push for
more services for youth identified as GLBTQ.

5 new grants (FY 2006 cohort) have been awarded. The sites include:
Mississippi, Iowa, Pascua Yaqui, Arizona (a tribal site), Minnesota, and
Missouri. Gary was extremely pleased that the TA Partnership will be
offering the new sites Start up teams. With Iowa there has been at least
one program in all 50 states since 1993.

The evaluation contract modification has been finalized. In addition to
adding the new sites into the evaluation, the Branch was successful in adding
several extra tasks: Holly Echo-Hawk will be working on evaluating best
practice regarding tribal finances; money will be made available to expand the
use of young people to offer lessons learned, the National Evaluation Team will
be conducting an evaluation of the family-driven care curriculum, and money
will be used to expand the alumni network and to increase the use of alumni in
meetings so that lessons learned can be shared.

Another task in the new evaluation contract is to support the Outcomes
Roundtable for Children and Families (ORCF). Shannon CrossBear and Mary
Armstrong are leading this group that are focused on creating a national agenda
related to performance measurement.

Gary announced that he is holding a meeting in November with national advocacy
groups so that FY 2007 priorities can be shared. This meeting will
include the National Mental Health Association, the Child and Adolescent
Bipolar Foundation, CHADD, the Federation of Families for Children’s Mental
Health and the National Alliance on Mental Illness.

The last of the regional meetings was held in Buffalo and it was a resounding
success. All the partners did a wonderful job. The feedback on the
meeting was excellent, with participants finding it helpful and effective.
Update on November 13 & 14 CCC Meeting (Marjorie)

The CCC meeting agenda is being drafted and a number of ideas were solicited
from the CCC. They include the following:

Individual time with work groups

Presentations by each work group on current agendas
-
TA group presentation on TA Tools, Findings from the one coordinated TA pilot,
including the introduction of a TA map.

Group Process to get feedback from the CCC on the 2008 RFA
-
Update on Youth M.O.V.E with discussion of how CCC can support and promote
their work.

Discussion on best practices, especially Resiliency
A logistics letter with a draft agenda and necessary information for CCC
members to make travel plans will be sent by Rose Hood, DB Consulting early
next week.
Information Sharing

Marie Morilus-Black shared her appreciation and praise for the Community break
out sessions at the regional meeting in NY, which were wonderful. It was
a very well hosted meeting.

Terry Cross shared that the Safe and Stable Family Act was reauthorized and
that 13 million dollars was earmarked for tribal services.

Gary announced that Sylvia Fisher has coordinated with NIMH to reissue the
Program Announcement to receive funding related to systems of care.

Marie Morilus- Black and Jody Levison-Johnson are involved in multicultural
statewide partnering effort.

Gary Macbeth reported that the fall system of care training of trainers planned
for November is being flooded with hopeful candidates. The extraordinary
response now means that they will have to figure out how to select students.

Jody Levison-Johnson reported on a project to integrate mental health and
school programs that is moving forward in NY with 5 school districts serving as
pilot programs.

Bob Friedman announced Florida’s web based graduate program in children’s
mental health is off to a good start. He and Gary discussed the idea of
extending the program to address disparity issues by reaching out to colleges
that serve Hispanic, African-American, and Tribal students.
